Title :Bylaw Enforcement – Zoning Compliance Officer

 

Description: 

Reporting to the Manager of By-law Enforcement, the Zoning Compliance Officer is primarily responsible for all matters related to zoning and building by-law compliance, terms and conditions, landscaping and lot grading, short-term rentals and illegal residential units and for the maintenance and accuracy of all associated files. The position is responsible for identifying enforcement issues, developing plans to address and resolve these issues, and responding to complaints related to bylaw violations. The work involves extensive public contact and community liaison requiring sound judgement, independent action, and considerable tact and diplomacy within the framework of established policies, bylaws and regulations

 

Qualifications Required:

  • Successful completion of a program in a related discipline such as Engineering Technology, Applied Community Planning, Justice, Police Science, or equivalent. 
  • Minimum of two years of related experience as a New Brunswick Certified Building Official or equivalent, experience in community planning, municipal bylaw enforcement, police enforcement, or Property Standards
  • Bilingualism ( English/French) is an asset.   

     

What You’ll Do:

  • Designated by City Council for the purposes of carrying out the duties of a Bylaw Enforcement Officer. 
  • Enforces all by-laws of the City of Fredericton including but not limited to: property standards, zoning, building, noise, taxi licensing, and unsightly premises.
  • Investigates complaints of by-law infractions including site visits, witness interviews, consultation with property owner, notification of contravention. Follows up on each call to ensure compliance with by-laws.
  • Investigates complaints from citizens, City departments, City Council and other government agencies with respect to alleged infractions of the City’s bylaws and determines appropriate action to gain compliance through negotiation, ticketing, or referral for further action.
  • Promotes compliance with by-laws and regulations through public education.
  • Provides excellent customer service and responds efficiently to telephone inquiries, requests and concerns from the public, other staff and agencies. Assists with providing information to residents on by-laws.
  • Issues documents including, but not limited to Notices of Compliance, Warnings, Fines and Orders.
  • Maintains up-to-date notes in case files.
  • Assists legal counsel with preparation of court documents required for prosecution of violations. Attends court for the City to present evidence in court proceedings.
  • Provides input on by-law updates, policies and procedures.
  • Undertakes regular patrols of the City to assess problem areas and situations.
  • May be called upon to respond to evening or weekend enforcement calls.
  • Liaises with all City departments on enforcement matters and participates in inter-agency response to complex matters.

  • Knowledge of related legislation not limited to Provincial Offences Procedure Act, Local Governance Act, Building Code Administration Act, Community Planning Act and other related Federal and Provincial Legislation.
  • Ability to respond quickly and effectively in emergency situations. Communicate clearly with staff and with the public 
  • This position requires the ability to use judgement, tact and diplomacy.  Taking into account fairness, flexibility and the ability to demonstrate cultural awareness and sensitivity.
  • An enthusiastic team player with well developed interpersonal and communication skills and a focus on customer service.
  • Able to maintain accurate records.
  • Strong organizational and time management skills.
  • Knowledge of municipal bylaws and other regulations applicable to the position.   
  • Respond quickly and effectively in emergency situations.  
  • Establish and maintain a cooperative working relationship with those contacted in the course of work.  
  • Utilize and apply technology and computers in a modern environment.  
  • Continuous problem solving and decision making.  Quickly and independently make immediate and logical decisions and take appropriate actions in a complex environment. 
  • Class 5 driver’s license in good standing.
  • Clear criminal record
