What is the opportunity?
As an integral member of the HR Governance & Controls team, the Senior Manager, HR Regulatory Compliance Oversight & Controls will support the Director, HR Regulatory Compliance Governance with the effective oversight and ongoing administration and maintenance of HR’s global Regulatory Compliance Management (RCM) program pursuant to RBC’s Functions Compliance Oversight Program (FCOP). Specifically, this role will:
- Act as a regulatory compliance subject matter expert within HR on all aspects of the RCM and FCOP programs.
- Provide effective challenge, oversight and advisory support to each of HR’s regional risk areas/centres of expertise (COEs) on all elements of their RCM program.
- Identify, escalate and report on significant regulatory compliance risks impacting the HR function to Senior Management in a timely manner.
- Work closely with Enterprise Compliance as the key regulatory compliance contact for the HR Function.
- Establish and maintain a strong regulatory compliance risk culture and controls governance framework within HR.
- Foster strong 1LOD and 2LOD stakeholder relationships to enable active and collaborative working relationships.
What will you do?
- Key contact for HR’s global RCM and FCOP program, providing regulatory compliance advice and guidance to HR in support of adherence to regulator and internal policy/framework requirements.
- Day to day risk oversight management of HR’s global RCM program requirements including oversight over each COE/regional risk area’s identification, assessment, mitigation, and reporting of regulatory compliance risk against policy requirements. This will include, but is not limited to the following:
- Regulatory Content: Substantively reviewing the FCOP universe for completeness; Working with each COE/risk area to validate regulatory content to ensure applicability of regulations.
- Impact Assessments: Oversight and challenge of impact assessments prepared by the COE; Providing advice on the implementation of regulatory requirements by the COE/regional risk area and monitoring progress of same.
- Controls: Providing control design and implementation advice; Ensuring controls are appropriately identified and documented by the COE/regional risk area and added to risk assessments; Overseeing control governance within the HR function.
- Risk Assessments: Overseeing trigger and risk assessments including review and challenge of each COE/regional risk area’s assessment of risk against applicable regulatory requirements; Ensuring all regulatory requirements have adequate controls in place.
- Issue Management: Providing oversight challenge on regulatory compliance issues from regulators, internal audit, as well as those that are self-identified by the first line or through the monitoring and testing program; Tracking and reporting on all relevant issues; Raising issues in the Enterprise Issue Management system where there is risk exposure related to regulatory compliance risk.
- M&T: Performing monitoring and testing of HR’s regulatory compliance controls in alignment with internal policy requirements.
- Reporting: Regularly reporting to HR Senior Management and other key stakeholders on the status of the RCM and FCOP programs including updates on regulatory compliance issues, trends, and emerging regulatory requirements.
- Policies & Procedures: Maintaining holistic and up to date RCM policy and procedure documents for the global HR function.
- Training: Provide training on regulatory compliance management best practices to the HR risk areas/COEs executing the risk activities.
- Primary liaison and coordinator between HR COEs and Enterprise Compliance with respect to the CUBE automated regulatory inventory platform, performing oversight, coordination and assessor activities in CUBE to ensure an effective regulatory change management process.
- Work collaboratively across teams within HR and Enterprise Compliance globally, as well as other 1LOD and 2LOD partners, to drive and sustain a strong regulatory compliance risk culture.
- Perform other activities, duties, responsibilities as may be required.
What do you need to succeed?
Must Have
- Minimum of 5 years of previous work experience in Regulatory Compliance risk management and/or Compliance Governance.
- Knowledge of OSFI E-13 and/or RCM methodology
- Excellent written and verbal communication skills
- Experience and ability to deal with senior leadership and executives
Nice to Have
- Law degree or legal background/experience
- Knowledge of the functions oversight/reliance model to regulatory compliance
- Strong use of Excel and PowerPoint applications
- Dashboard/reporting capabilities
- HR related experience
