The Project Cost Controls Specialist is an exciting opportunity to play a key role in delivering ENMAX Power Delivery’s capital plan within a specific work area. This is a dynamic and challenging position where you will help drive program performance, bring clarity to complex project environments, and build strong working relationships across teams and portfolios. Success in this role requires a collaborative mindset, strong leadership, and the ability to partner effectively with stakeholders while supporting both day-to-day project execution and broader portfolio alignment.

Working across projects of varying scope and complexity, you will contribute to essential infrastructure initiatives spanning distribution, substations, transmission, and network projects, with work that may be internally or externally driven.

Major Responsibilities: 

  • Lead alignment of schedule, cost management, and Earned Value Management (EVM) across project and portfolio levels.

  • Working with the scheduling team, act as SME for EVM, including system implementation, baselining, performance updates, and reporting.

  • Integrate WBS and CBS, defining control accounts, rules of credit, and progress measurement methodologies.

  • In conjunction with the scheduling team, develop cost-loaded schedules and budget plans to ensure accurate Planned Value (PV).

  • Facilitate EVM review sessions with project teams and senior leadership, providing performance insights and recommendations.

  • Perform cost budgeting and forecasting at control account, work package, and planning package levels.

  • Analyze cost and schedule performance (EV, CPI, SPI) and manage baseline changes and forecast updates.

  • Ensure integration and consistency of cost and schedule data across all project phases.

  • Monitor variance against baseline and implement corrective actions, mitigation strategies, and recovery plans.

  • Oversee comprehensive cost control and reporting, including forecasts, contingencies, change logs, and cash flow.

  • Manage change control processes and support cost and schedule risk assessments and financial controls.

  • Drive process improvement, KPI development, reporting standardization, and mentor Project Control Analysts while supporting executive reporting.

Education Required:

  • A technical or related diploma from a recognized post-secondary institute

  • AACE and PMI member - Certified Cost or Schedule Professional and/or Project Management Professional (PMP) designation is preferred

Qualifications & Experience:

  • 10+ years’ senior project cost control experience with construction projects, including cost control and estimating, with a strong emphasis on cost.

  • Minimum 7 years of planning and scheduling experience.

  • Full understanding of the project life cycle, including EPC, EPCC, and EPCM delivery models across a broad range of projects.

  • Experience with project controls systems that integrate cost and schedule, including tools such as MAXIMO, InEight, Primavera (P6), or similar platforms.

  • Strong computer skills, including MS Office (Word, Excel, Access, Project); experience with Power BI and database programming is considered an asset.

  • Data analysis experience.

  • Experience in utilities or other regulated business models is considered an asset.

Salary: Analyst Level D (Current CUPE 2025 rates) 

$115,556.35 - $122,777.38 - $129,998.41 - $137,219.45 - $144,440.48

Location:  This role will be part of our hybrid (home and office) work force with office workspace located at ENMAX Place (141 - 50th Avenue SE, Calgary, AB). You will work from home on Mondays and Fridays and in the office on Tuesday, Wednesday, and Thursday.
