Position Description:

As part of the existing project team, you will be responsible for leading and supporting the implementation of the anti-money laundering (AML) and counter-terrorist financing (CTF) compliance program, and ensuring its ongoing compliance with the Act respecting the laundering of proceeds of crime and the financing of terrorist activities (LRPCFAT) and the guidelines of the Financial Transactions and Reports Analysis Centre. In this role, you will lead and primarily participate in the design and implementation of policies, procedures, controls, and tools. This role is suited for a professional capable of combining strategic vision, operational execution, and influential leadership in a rapidly evolving program context (iterations, threshold calibration, risk-based prioritization).

Your future duties and responsibilities:

- Contribute to the implementation and oversight of the AML/CFT compliance program.
- Contribute to the implementation and maintenance of the anti-money laundering and counter-terrorist financing policy, ensuring its alignment with the requirements of the Anti-Money Laundering and Counter-Terrorist Financing Act (AMLFTA), FINTRAC guidelines, and other applicable regulations.
- Contribute to the periodic review of policies and procedures to ensure their effectiveness and compliance with standards, including the following procedures:
- Know Your Customer (KYC)
- Politically Exposed Persons (PEP)
- Customer Due Diligence (CDD)
- Enhanced Due Diligence (EDD)
- Support the monitoring of the effective application of AML/CFT policies, procedures, and internal controls.
- Maintain records in accordance with regulatory requirements.
- Perform any other duties assigned by the manager.

Risk Assessment

- Support risk assessments to identify the risks of illicit financial activities, including money laundering, terrorist financing, sanctions circumvention, and fraud.
- Support the ongoing updating of risk assessments to reflect changes in the company's activities.
- Support the implementation of control measures to detect and prevent money laundering and terrorist financing activities.

Transaction Monitoring and Reporting

- Support the analysis of alerts generated by transaction monitoring systems to identify suspicious transactions.
- Investigate suspicious transactions and document the findings in collaboration with the manager.
- Provide advisory support to the audit team.
- Support the report production process and submit mandatory reports to FINTRAC for transmission, including:
- Suspicious Transaction Reports (DODs)
- Electronic Money Transfer Reports (EMTs)
- Reports of Property Belonging to a Registered Person or Entity
- Reports of clients suspected of attempting to circumvent sanctions.
- Collaborate with technology teams to optimize monitoring tools and integrate data analysis into risk detection.

Training and Awareness
- Participate in the development of the AML and FAT training program for staff, ensuring it meets regulatory requirements. - Contribute to the documentation and maintenance of up-to-date training records and the evaluation of their effectiveness.
- Foster a culture focused on proactive management and prevention.

Audit and Review Support

- Participate in internal audits and external compliance reviews, providing assistance and required documentation.
- Support the organization of documentation of assessment results, updates, and progress made, in support of the manager.
- Contribute to the implementation of recommendations resulting from audits or requests from FINTRAC.

Team Supervision

- Provide daily supervision of the team, including planning, task allocation, workload monitoring, and support in resolving operational issues.
- Mentor, motivate, and develop team members by providing coaching, conducting performance reviews, setting clear objectives, and supporting the development of individual and collective skills.
-Ensure the efficiency and quality of operations by establishing good practices, monitoring performance indicators, optimizing processes and fostering a healthy and collaborative work environment.

Required qualifications to be successful in this role:

- University degree in law, finance, criminology, risk management, or a related field.
- Minimum of four (4) to six (6) years of experience in a similar role (compliance, AML/CFT, financial crimes).
- Thorough knowledge of the Anti-Money Laundering and Counter-Terrorism Prevention Act (AMLA), FINTRAC guidelines, and compliance best practices.
- Professional certification in compliance or AML/CFT (e.g., Certified Anti-Money Laundering Specialist – CAMS, Association of Certified Financial Crime Specialists – ACFCS) is an asset.
- Experience in a FINTRAC-regulated sector, particularly within a money services company, financial institution, payment company, or fintech company, is a significant asset.
- Proficiency in transaction monitoring tools and compliance management systems.
- Excellent analytical, writing, and summarization skills.
- Excellent communication and interpersonal skills.
- Fluent French (written and spoken)

CGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes factors such as skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions depend on the facts and circumstances of each case. A reasonable estimate of the current range is $80 000–$135 000. This role is an existing vacancy.
