Reporting to the Project Controls Director, you will represent the project controls function on site for all project controls activities during the execution phase of the Windfall Project.  Within an ePCM project delivery model, your role will focus on oversight, validation, integration and governance of project controls activities performed by the EPCM contractor and construction contractors. You will ensure the integrity, consistency and reliability of cost, schedule, progress and forecasting information used to support project execution and management decision-making. Will work out of the Montreal office on a 5-2 schedule, with visits to the Windfall site as needed.

Duties and responsibilities

  • Act as the on-site Owner’s representative for the Project Controls function during construction execution.
  • Independently review, challenge and validate ePCM and contractor project controls deliverables (cost reports, schedules, progress measurement, forecasts and change registers) for accuracy, completeness and traceability to approved baselines.
  • Monitor field progress using installed quantities and other objective rules-of-credit (Earned Value where applicable) and assess performance against the approved baseline and Integrated Master Schedule.
  • Perform variance and trend analysis (cost, schedule, productivity) to identify deviations, quantify impacts and provide early warning escalation on risks to project objectives.
  • Support the Construction Manager and site leadership with decision-grade analysis, including Estimate at Completion (EAC), schedule outlooks, scenario assessments and productivity diagnostics.
  • Coordinate with planning, cost control, contracts, risk and construction stakeholders to maintain alignment of WBS/CBS, interfaces, controls governance and consistent weekly/monthly reporting.
  • Escalate critical issues in accordance with governance thresholds to the Construction Manager and Project Controls Director, including recommended mitigation actions.
  • Provide functional oversight to the ePCM on-site Project Controls team, ensuring compliance with approved procedures, quality standards and reporting requirements.
  • Ensure data integrity, auditability and consistency across cost, schedule, progress and change datasets, including reconciliation to source systems and supporting documentation.
  • Review and validate weekly and monthly progress/performance packs (KPI dashboards, critical path and look-ahead, productivity, variances and trends) prepared by the ePCM team.
  • Support the Project Controls Director with monthly/quarterly corporate reporting, ensuring management-review readiness of narratives, KPIs, risks and forecast positions.
  • Provide day-to-day integrated cost & schedule support to the Construction Manager, including assessment of change impacts, look-ahead planning inputs and decision support.

Required qualifications

  • University degree in engineering, project management or a related discipline; P.Eng. is an asset.
  • 10–15+ years’ experience delivering project controls within EPC/EPCM execution environments, including integrated planning, cost control, forecasting and performance measurement on major mining and oil & gas projects.
  • Proven capability to lead the on-site Project Controls function (Owner’s team), including baseline governance, change control, progress measurement (installed quantities/Earned Value where applicable), cost & schedule integration, and disciplined weekly/monthly reporting.
  • Bilingualism (French and English), as the incumbent will work with both French-speaking and English-speaking contractors.

Technical skills

  • Solid understanding of cost control, budgeting, forecasting, commitments and incurred costs.
  • Strong expertise in planning, progress tracking and cost‑schedule integration.
  • Strong experience with Primavera P6.
  • Experience with ERP systems, cost control platforms, and advanced Excel.
  • Knowledge of PMP / AACE practices is an asset.
  • Experience with change management and post‑award cost reviews.
  • Good understanding of project risk management.
